      •   30.00% of preliminary profits up  pay 3% of the circulation
      •   20.00% - 29.99% of preliminary profits pay 2% of the circulation
      •   10.00% - 19.99% of preliminary profits pay 1% of the circulation
      •   5.00% - 9.99% of preliminary profits pay 0.5% , of circulation

      •   20% of preliminary profits up  pay  3.56%  from preliminary profit.
